COMPANY OF ASSIGNMENT: Kentucky Department for Public Health
PURPOSE: Provide support to retail and manufacturing inspectors in identifying and verifying noncompliance to state and federal regulations for Hemp-Derived Cannabinoid, Kratom and Dietary Supplement product processing, manufacturing, warehousing, distributing and retail sales. Identify and implement enforcement actions in compliance to state and federal regulations. Facilitate enforcement conferences with industry and establishments. Manage destruction of seized product. Act as a trainer and resource to inspection staff and law enforcement officials in the area of Hemp- Derived Cannabinoids, Kratom and Dietary Supplements. Provide education to industry partners and other agencies.

This position is in the Food Safety Branch, Division for Public Health Protection and Safety, Kentucky Department for Public Health.
This is a full time position 37.5 hours per week. Salary Range is $30.29 per hour Grade 15
SUPERVISORY RESPONSIBILITIES: N/A
PROBATIONARY PERIOD: This job has an initial and promotional probationary period of 6 months.
PRINCIPAL RESPONSIBILITIES:
1. Responsible for specific duties as assigned, e.g.,
a. Assist field inspectors in conducting inspections of retail establishments and food processing, and highly complex inspections of manufacturing, warehousing, and distributing of Hemp-Derived Cannabinoid, Kratom and Dietary Supplement products.
b. Serve as a resource to field inspectors for issues of noncompliance to state and federal regulations.
c. Monitor social media marketing for non-compliant Hemp-Derived Cannabinoid and Kratom products sold into Kentucky. Conduct appropriate investigations and take needed enforcement action.
d. Review field inspector reports when findings of noncompliance warrant enforcement action in product processing, manufacturing, warehouse, distributing, labeling, certificate of analyses and sales. Identify appropriate enforcement action when needed.
e. Implement enforcement actions in accordance with state and federal regulations. Prepare and distribute enforcement action notices to firms and establishments. Schedule and conduct enforcement action conferences. Prepare necessary reports and documents per regulatory requirements.
f. Manage transportation, holding and destruction of seized product.
g. Audit field inspector reports for compliance to state and federal regulatory standards for enforcement actions.
h. Prepare comprehensive reports that reflect the analysis and review of compliance and enforcement actions.
i. Provide assistance and consult with federal, state and local officials, cooperative organizations, and industry through complex problems and public health hazards in areas of enforcement, interpretations, training, and reports.
j. Represent the organization before small and large, public and private organized groups and meetings as a technical expert in area of specialization.
k. Serve as a program expert to provide inspectional, investigational and technical advice and assistance to the Food Safety Branch, agency partners, and firms in a professional, courteous manner.
l. Serve as primary trainer to new employees, trainees, agency employees, regulatory counterparts and regulated industry.
m. Maintain contacts with federal, state and local officials, cooperative organizations, and industry in an effort to achieve and maintain a uniform approach to resolution of problems in the industry.
n. Assist field inspectors with investigating consumer complaints of regulatory violations, product adulterations, product misbranding and foodborne illness.
o. Attend conferences and training courses to expand area of expertise and remain abreast of new techniques and methods of conducting surveillance activities.

MINIMUM REQUIREMENTS:
Education: Graduate of a college or university with a bachelor’s degree with a minor or twenty- four (24) semester hours in environmental health, biological science, or physical science OR, registration as a Kentucky Environmental Specialist/Sanitarian.
Experience, Training, or Skills: Must have three years of professional regulatory experience or experience in environmental health administration, an environmental health service occupation, or quality control related to food or hemp-derived cannabinoids or dietary supplements. Must complete the FDA Manufactured Foods Basic Training within twelve months of hire and preventive control inspection training and dietary supplement inspection training within twenty-four months of hire as defined by Food Safety Branch procedures.

Special Knowledge and Skills: This position requires excellent oral communication skills, ability to collect, organize, analyze findings and apply to regulation, excellent technical report writing, public presentation skills, and excellent interpersonal skills. Highly organized with ability to prioritize work, and adapt to frequent changes in work assignment.
WORKING CONDITIONS: Frequent travel to conduct inspections is required.

PHYSICAL REQUIREMENTS / JOB HAZARDS:
1. Current TB skin test indicating no evidence of communicable disease.
2. Possible contact with bodily fluids.
3. Possible contact with chemical solvents.
4. Must have good visual acuity.
5. Some physical effort may be required in this position such as stooping, bending,crawling, climbing and some lifting of objects in excess of 50 lbs.
6. Must be capable of wearing and working in full personal protective garments and equipment for extended periods of time.

• This position requires a clean drug screen prior to and randomly throughout employment.
• Must possess a valid driver’s license.
• Background checks conducted prior to hire and updated annually.
• Position may require variations in hours to meet project deadlines to include overtime.
• Local and out of state travel opportunities for training, conferences, workshops, etc.
• Must maintain completion of compliant refresher training as necessary according to assigned job duties.
• Must maintain any required licensure(s), certification(s), or other credentials for the
length of employment in this classification.
• Obtain and maintain FDA Certificate of Commission or Credentials.
