PURPOSE: Plan, assign, supervise, and review the work of manufacturing inspectors in the regulation of Hemp-Derived Cannabinoid, Kratom and Dietary Supplement products and services. Oversee the activities of professional and technical personnel in the inspection and and/or operations to determine compliance with state and federal standards, laws, and regulations. Review and approve reports and recommendations for correction and enforcement. Provide support and guidance in the review of HACCP/Special Process plans. Provide technical assistance to industry, health departments, and employees. Develop and implements training programs for field personnel. Review and approve outreach materials, polices, procedures, and technical documents prepared by other personnel.

REPORTING RELATIONSHIP: Branch Manager
This position is in the Food Safety Branch, Division for Public Health Protection and Safety, Kentucky Department for Public Health.
This is a full time position 37.5 hours per week. Salary Range is $ $30.29 per hour GRADE 15
SUPERVISORY RESPONSIBILITIES: Yes
PROBATIONARY PERIOD: This job has an initial and promotional probationary period of 6 months.
PRINCIPAL RESPONSIBILITIES:
1. Responsible for specific duties as assigned, e.g.,
a. Assist the Branch Manager by directing the activities of employees implementing and enforcing the processing, manufacturing, holding and distribution of Hemp- Derived Cannabinoids, Kratom and Dietary Supplements.
b. Coordinate and direct a staff of professionals who perform a variety of complex inspections and evaluations of Hemp-Derived Cannabinoids, Kratom and Dietary Supplement operations.
c. Conduct field inspections of highly complex operations as assigned.
d. Provide guidance to field staff in the review of complex food safety plans including HACCP plans, special processing plans and preventive control inspections.
e. Responsible for the review and management of in-state and out-of-state applications and permits for Hemp-Derived Cannabinoids, Kratom and Dietary Supplements to ensure regulatory requirements are met.
f. Responsible for the review and management of product registration and maintaining product registration database current.
g. Evaluate technically complex data and reports.
h. Conduct performance reviews on field inspectors and provide counsel or retraining for performance issues.
i. Coordinate and implement training for field inspectors. Maintain training records.
j. Provide direction and oversee enforcement actions following regulatory guidelines. Update the Branch Manager of all enforcement and compliance actions.
k. Act as subject matter expert on Hemp-Derived Cannabinoids, Kratom and Dietary Supplement processing/manufacturing for industry, other agencies and the public.
l. Serve as an experienced technical writer and assist the Branch Manager in developing and revising regulations, procedures and other documents to support the programs.
m. Responsible for dietary supplement grant application development and reporting deliverables.
n. Assign field inspectors and oversee the response to consumer complaints, statewide environmental incidents/accidents, foodborne illness investigations, recalls, and traceback investigations.
o. Attend conferences and training courses to expand area of expertise and remain abreast of new techniques and methods of conducting surveillance activities.
p. Develop outreach material and conduct training and education opportunities for industry, other agencies and the public.

MINIMUM REQUIREMENTS:
Education: Graduate of a college or university with a bachelor’s degree with a minor or twenty- four (24) semester hours in environmental health, biological science or physical science; OR, registration as a Kentucky Environmental Specialist/Sanitarian.
Experience, Training, or Skills: Must have three years of professional regulatory experience or experience in environmental health administration, an environmental health service occupation, or quality control related to food or hemp-derived cannabinoids or dietary supplements. Must complete the the FDA Manufactured Foods Basic Training within twelve months of hire and preventive control inspection training and dietary supplement inspection training within twenty-four months of hire as defined by Food Safety Branch procedures.

Special Knowledge and Skills: This position requires excellent oral communication skills, ability to collect, organize, analyze findings and apply to regulation, excellent technical report writing, public presentation skills, and excellent interpersonal skills. Highly organized with ability to prioritize work, and adapt to frequent changes in work assignment.
WORKING CONDITIONS: Work is typically performed in an office setting. However, travel will be required when making on-site visits and employees in this class will be exposed to the same environmental conditions as those in the regulated industries.

PHYSICAL REQUIREMENTS / JOB HAZARDS:
1. Current TB skin test indicating no evidence of communicable disease.
2. Possible contact with bodily fluids.
3. Possible contact with chemical solvents.
4. Must have good visual acuity.
5. Some physical effort may be required in this position such as stooping, bending,crawling, climbing and some lifting of objects in excess of 50 lbs.
6. Must be capable of wearing and working in full personal protective garments and equipment for extended periods of time.

• This position requires a clean drug screen prior to and randomly throughout employment.
• Must possess a valid driver’s license.
• Background checks conducted prior to hire and updated annually.
• Position may require variations in hours to meet project deadlines to include overtime.
• Local and out of state travel for training, conferences, and workshops.
• Must maintain completion of compliant refresher training as necessary according to assigned job duties.
• Must maintain any required licensure(s), certification(s), or other credentials for the
length of employment in this classification.
• Obtain and maintain FDA Certificate of Commission or Credentials.
• Must be registered as an Environmental Health Specialist/Sanitarian under the provisions of KRS 223 within twelve (12) months of appointment and maintain this registration for the length of employment in this job title. http://www.chfs.ky.gov/dph/
