Drug and Supplement Retail Inspector (Dept. for Public Health)

Job Summary: Conduct inspections of retail and food service establishments selling Hemp-Derived Cannabinoids, Kratom and Dietary Supplement products to verify conformance to state and federal regulations including product labeling and certificate of analysis verification. Observe establishment operations and identify deviations from regulatory standards. Identify product misbranding, adulteration and any noncompliance to state and federal standards and take appropriate enforcement action. Provide education to industry partners and other agencies.
Will be primarily serving the following counties:
Anderson, Bourbon, Boone, Bracken, Boyle, Campbell, Carroll, Clark, Estill, Fayette, Franklin, Gallatin, Garrard, Grant, Harrison, Jessamine, Kenton, Lincoln, Madison, Mercer, Nicholas, Owen, Pendleton, Powell, Scott, Woodford.

Key Responsibilities and Duties:
1. Responsible for specific duties as assigned, e.g.,

a. Conduct inspections of retail and food service establishments selling Hemp- Derived Cannabinoids, Kratom, and Dietary Supplement products for compliance to state and federal regulations.

b. Identify and determine adequacy of evidence in a variety of complex enforcement compliance issues. Work with local and state law enforcement as needed.

c. Verify retail and food service establishments have correct permit to sell product and establishment is compliant with state and federal regulations for product sales.

d. Review product labels for compliance to state and federal regulations including verifying products are listed on the Kentucky Product Registry.

e. Review product certificate of analysis for compliance to state regulations and identify noncompliance. Verifies certificate of analyses are available for all products sold by establishments.

f. Prepare comprehensive reports that reflect the analysis and review of established policies, procedures and regulations related to inspectional findings.

g. Provide assistance and consult with federal, state and local officials, cooperative organizations, and industry through complex problems and public health hazards in areas of enforcement, interpretations, training, and reports.

h. Represent the organization before small and large, public and private organized groups and
meetings as a technical expert in area of specialization.

i. Serve as a program expert to provide inspectional, investigational and technical advice and assistance to the Food Safety Branch, agency partners, and firms in a professional, courteous manner.

j. Provide training and instruction to new employees, trainees, agency employees, regulatory counterparts and regulated industry.

k. Maintain contact with federal, state and local officials, cooperative organizations, and industry in an effort to achieve and maintain a uniform approach to resolution of problems in the industry.

l. Investigate consumer complaints of regulatory violations, product adulterations, statewide environmental incidents/accidents, foodborne illness investigations, product recalls, and traceback investigations.

m. Attend conferences and training courses to expand area of expertise and remain abreast of new techniques and methods of conducting surveillance activities.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor’s degree with a minor or twenty-four (24) semester hours in environmental health, biological health, or physical science.

EXPERIENCE, TRAINING, OR SKILLS: Must have three years of professional regulatory experience or experience in environmental health administration, environmental health service occupation, or quality control related to food, hemp-derived cannabinoids, or dietary supplements. Must complete the FDA Manufactured Foods Basic Training within twelve months of hire

SPECIAL REQUIREMENTS: Must be registered as an Environmental Health Specialist/Sanitarian under the provisions of KRS 223 within twelve (12) months of appointment and maintain this registration for the length of employment in this job title.

Special Knowledge and Skills: This position requires excellent oral communication skills, ability to collect, organize, analyze findings, and apply to regulation, excellent technical report writing, public presentation skills, and excellent interpersonal skills. Highly organized with ability to prioritize work and adapt to frequent changes in work assignment.

Working Conditions: Incumbents working in this job title will require frequent traveling to conduct inspections.

LIST OF EQUIPMENT NECESSARY TO PERFORM THE ESSENTIAL FUNCTIONS OF THE JOB: General Office Equipment – computer, calculator, copier, telephone, printer

PHYSICAL REQUIREMENTS / JOB HAZARDS:
1. Current TB skin test indicating no evidence of communicable disease.

2. Possible contact with bodily fluids.

3. Possible contact with chemical solvents.

4. Must have good visual acuity.

5. Some physical effort may be required in this position such as stooping, bending, crawling, climbing and some lifting of objects more than 50 lbs.

6. Must be capable of wearing and working in full personal protective garments and equipment for extended periods of time.

Additional Requirements:
• This position requires a clean drug screen prior to and randomly throughout employment.

• Must possess a valid driver’s license.

• Background checks conducted prior to hire and updated annually.

• Position may require variations in hours to meet project deadlines to include overtime.

• Local and out of state travel for training, conferences, and workshops.

• Must maintain completion of compliant refresher training as necessary according to assigned job duties.

• Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification.

• Obtain and maintain FDA Certificate of Commission or Credentials.
